I don't think there's a free IDE for Delphi, as the language itself is proprietary as far as I know.

Okay, I guess I was wrong. I always thought it Delphi had a license.

Also, proprietary software is usually "non-free" software, or software that you are not allowed to redistribute or modify. SCAR would be an example of proprietary software because you are not allowed to modify and redistribute the code, while SRL would be an example of free software, because you have full access to the source.

(trying to help robot-since im asuming u dont know delphi)i personally tried both and i like turbo delphi a lot better cuz when u have things lined up it gives u lines(makes making the form a lot easier)

the way its set up is better(i think), at 3dbuzz.com there r a bunch of video tutorials that use turbo delphi

and a bunch of other things. they both do the same thing, but having an easy to use setup helps

    hope that helps

I haven't used turbo delphi, but in my opinion delphi 7 is the 'best'. It has never let me down and it got a great libary. Delphi might be a bit complicater than turbo, but its worth the learning imo.

EDIT: Do you pronounce it Delph'e or Delph(the "i" in pi).
