    Check C:\Dev-Cpp\bin for a file named mingw32-make.exe.

    If it's in there, then do a DIR C:\Dev-Cpp\bin in MS-DOS, and tell me what the results are.

    Edit: Nevermind, you don't seem to have C:\Dev-Cpp\bin in your PATH variable. Just add it, too, like you did with %SYSTEMROOT%\System32;.
