Also, you could just turn on the optimizations inside the Borland IDE. The code it produces is fast enough, believe me. Also, if you are really conscious about speed, look into the Free Pascal Compiler and its IDE, Lazarus (it should look pretty once DL'ed, but you might need to rebuild it into the right WM... if you're interested, I'll tell you). They might be the same speed-wise, but IDK.
The two languages are fairly the same, but they balance out: Delphi is RAD, so the contestant will have more time to improve, but the C languages *might* be slightly faster, and, C languages are not RAD, so the contestant should be judged less harshly.
EDIT: And although I don't think anyone will be using inline asm, take into consideration that it interferes with the compiler optimization.
