Um, something like that is a massive project. It'll take a lot of time, and need a lot of skill. But, if you're serious, you can create a program in pretty much any language.
Any Microsoft language, most likely. Maybe a BASIC language. Delphi, etc. C++.

Use a C based language considering it's faster and more powerful.
C,C++,C#.
Go C++, may seem harder but more worth it in the long run..
They may argue but who cares? Wow Glider is made in .net I believe prolly C# or C++.net. Doesn't matter if they argue with me or not, I just told you a highly known fact lol. It is faster, but it's harder.
Back when we was doing programmer of the week, Bullzeye said my program would beat his simply cuz I was programming in C# and he was in Delphi. Neither one of us suck in programming so it fell down to the language choice.

I would use Python if you can find a good form library.
You can easily emulate keypresses using the win32 library, and do some other neat tricks. And its fast, and with Psyco.full() its even faster (As fast as C apparently - Psyco JIT compiles it).
