Application System Help

Hey guys,
first of all... I am not sure if this is the best place to post this so please advise me otherwise

OK.
I need help on my vBulletin forum.
I want a system like on SRL, where there is a link to apply and there is a set format, then the application gets posted in the members section. BUT, I want the application to be posted in: Everyones view and Moderator + forum

If anyone thinks they could do it, please post here, PM me or IM me on msn: destiful@hotmail.co.uk
Apparently Hobbit did the system for SRL and ZaszMedia, so if you feel like doing it Hobbit, it would be greatly appreciated

Hmm, and what kind forum are we talking about?
I could help you moderate the board if you would appreciate it.

Also, pointed at everyone I think we should create a Forum about programming only about Windows, Linux and Mac and the rest.
We got enough people on SRL + the rest of the world would be okay, right?
