Pokemon brings back so many memories. Omg, I know ALL about it. The only thing I don't know is Pearls and Diamond which was published a few years after I quitted Pokemon :P
I used to play both sapphire and ruby. I got ALL of the pokemons. Even celebi, mew and all those vent pokemons.

Supposing you mean Wartortle, evolved from Squirtle, can not be done - you have lost your chance.
Specifically mentioned in first post as I don't believe you can catch it in FireRed - first gen allowed through fails in the game, but I am less inclined to believe so for FireRed.
