Why is Lockerz allowed in signatures, but Bux.to isn't?

While I see that The Man should have been banned for other reasons, he shouldn't have been infracted because he got "permission" from staff.

Posting "Click Cash" ads/referrals. It is unwelcome here! Will result in 10 day temp ban for thread advertisements, infraction for siggy ads.

Bux.to is a click cash program which you would put a referral link in your sig.

Lockerz is a program where you answer simples questions and you just ask people in your sig if they want an invite and if they do they just send you a pm with their email.

So why is Lockerz not allowed in sigs?

I'm not trying to defend anyone, just trying to make the rules clear.
