i Keep Getting socket error

i use SCAR Divi 3.22 to run a script and i got a

Socket Error # 10061
Connection refused.

it never used to happen before is there a anyway to fix this please help

1. Use 3.23.
2. Go to: Tools > Options > Firewall - Allow All
Tools > Options > File Access - Allow All.

It's probably a script using SMS?
The script manager site was down for awhile, I don't know if it still is. Don't worry, it should go away if anything--as long as you allowed all on your firewalls.

It goes down when too many people are accessing it and is only down for < 1 minute.
