guarantee you will do better. I have not met a single person who retook it and didn't get higher, and I know 15+ people who retook it.
Also, take the SAT, most colleges will accept either one (unless you're going Ivy League, but then you have to do SAT II's as well), and from my experience you're either an SAT person or an ACT person. I did really well on the ACT, but only got a 2060 on the SAT. My friend got a 28 on the ACT and a 2340 on the SAT.
If I remember correctly, ACT is more how you apply learned knowledge, whereas the SAT is logic and outside the box thinking. Maybe you're just more of an SAT guy
And in the end I would say don't value yourself as a person based on test scores. I know a few super smart people who did mediocre on standardized tests. In my opinion the whole standardized test system just tests your test-taking ability, not your actual ability to think.
