Default setting up an account auth

I was wondering if anyone had any experience setting up an account login authentication for whatever application/script you were making.

Completely new to this area, and was wondering if there were any free servers / websites capable of doing this (or if I would need to invest some money ), and basic footsteps of http or ftp connection to the said server/website with whatever language or application which you scripted for.

It's all similar so it really won't matter what language you used...

Nah, a website with a list of account names and passwords, and if the user has access he'd be able to use special privilages... such as running my script.
