    Yeah pretty much.
Some people are trying to get it working again, some people are working on brand new different methods.
We have a few threads on SRL talking about it, and there are also threads on mopar and powerbot about it, look those up and read around.

A lot of it is just beta alpha stuff and prototypes and speculation etc etc, but yea new bots are being theorized, and made, and developed.

The idea of reflection isn't completely dead, but it's just extremely impractical to create them as hooking now takes several days, and given that Jagex updates the client on a weekly basis, it's simply not worth it.

Something that is in development which we have high hopes for is OpenGL, unlike reflection, it doesn't require you to gain any hooks (so it won't need to be updated after every update, though it may need to be update if models for objects/NPCs etc is changed), instead it intercepts data being sent to your graphics card. You can read up a bit more on it here: http://villavu.com/forum/forumdisplay.php?f=383

I know, just referencing that it's make them extremely impractical, and it was a pain before the nuke.

Those "bots" are not functioning atm/least not available to the public.
Your best bet is to stay here/with color bots!
