Force update Simba, SRL, and MSI, close all instances of Simba, then try again.

What have you re-installed? The .dll file which is missing or Simba?

Depending on whether he has Windows XP or not. The .dll should go in the following folders accordingly:

    For Windows XP, Vista, 7 -- C:\Windows\System32
    For Windows 95/98/Me -- C:\Windows\System
    For Windows NT/2000 -- C:\WINNT\System32
