Each grouping is an octet, or 8-bit number. 2^8 = 256 so they go from 0 to 255. That's a relatively small amount of IP addresses, and that is why the world is running out and we are needing to switch to IPv6.

I read about that a while ago, wasn't June 8th supposed to be international swap to IPv6 day?

In binary all 8 turned on in each octet is 11111111

    128+64+32+16+8+4+2+1 = 255

another way to see that is the maximum sum of all the numbers to the right is 1 less than the number itself, example:

    16 would be "the number"

all the numbers to the right are 8, 4, 2, 1, so their sum all together is 15, which is 1 less than 16

256 would be after 128's place, so 255 is all of the other numbers sum

So is anything being done to the account with the IP?
It originates from http://villavu.com/forum/showthread.php?t=84797, he posted user and pass in the script, and i edit the compiling error and re-posted without even realizing that there is user and pass in the script lol (totally skipped through DeclarePlayers) and only edited it off when p1ng pointed out. Someone from SRL probably saw it earlier and hacked him?

Even though 255 may be the max, you are not able to use the last address in a subnet as that is reserved for the broadcast address.

If your subnet mask ends with a 0, then the max you can have is 254.
