Then you are incorrect.
99 was the maximum unless you used a gameshark or indigobug which allowed you to manipulate it up to as far as 250, upon using a rare candy it would push to level 0.
Even after reading indepth about it, you will find those people who reached level 100 had actually done the indigobug therefore removing the cap.
99 was set as the maximum level because of the way the game was programmed.

I achieved level 100 numerous times on brand new Game Boy cartridges straight out of the box, no tampering, no cheating, no glitching.
You do realise that they came out in somewhat seasons right? With Bug fixes and what not. I'm talking about the first release. No patches, pure original. And by bug fixes I'm not talking about Fire Red etc. I mean differently distributed cartridges.
E.G The original Japanese very contained spelling mistakes in Japanese.
E.G2 The First PAL version had errors where you could fish on specific rocks and walk through walls.
Either way. The ORIGINAL Pokémon cartridges didn't have level 100 without a gameshark.
I can't outsource a link when there are over 10 different release candidates of the Original pokemon games which came out roughly 10 years ago.

OK, you may have a point there with cartridge generations (even though one has to be sceptical without evidence), but you cannot simply concluded that I am incorrect. All R/Y/B cartridges I have ever come across (and yes, there have been quite a few) had a maximum level of 100. A simple google search will yield the same result. If such errors existed then they were clearly patched in subsequent cartridge releases, meaning a maximum level of 99 was in fact a bug, or level 100 was deemed a better choice for the game early on.
Therefore, this statement:
is not entirely (if at all) correct, because it only applies the earliest cartridges, and not the majority of R/Y/B cartridges that exist. Obviously I don't know the production numbers, but clearly it is not every cartridge, proving your statement invalid.

I haven't played the new ones so I look forward to that.
