As far as i know, the user/player has nothing to worry about,
Scripter's dont normally develop the client so they should be fine aswell

I doubt Jagex would waste time suing macro users individually, plus they have no ground to sue them on. Breaking a TOS is not illegal. As for sellers, Jagex would probably spend their time taking out the botting clents themselves, as it would cut the problem at the root so to speak.

I doubt the bot itself could have legal issues, but the site might, due to the Black Market, where some people make profit off selling gold/services.
